On Monday, Aug. 3, 2026, the U.S. District Court for the District of Maryland pursuant to 5 U.S.C. § 705 stayed the USCIS August 29, 2025 Policy Alert and Update pending a final resolution of the case on the merits. League of Women Voters v. USCIS, No. 25-cv-3777 (D. Md. Aug. 3, 2026). The 2025 Policy Alert stated that only state and local election officials (and not nongovernmental organizations) would be permitted to provide voter registration services at administrative naturalization ceremonies. The District Court reinstated the USCIS Policy Manual version effective June 28, 2017. The online USCIS Policy Manual will be changed accordingly. The updated provisions will be found in Volume 12, Part J, Chapter 5, Sections F & H.
While USCIS disagrees with the decision and is in the process of reviewing the court’s decision, USCIS will comply with the court’s order while it considers next steps.
