DHS Issues Interim Rule Regarding Re-Registration Requirements For the Special Registration Program
DHS Interim rule amends existing regulations by suspending the 30-day and annual re-registration requirements for aliens who are subject to the National Security Entry-Exit Registration System (NSEERS) Registration. Instead of requiring all aliens subject to NSEERS to appear for 30-day and/or annual re-registration interviews, the DHS will utilize a more tailored system in which it will notify individual aliens of future registration requirements.
State Dept. Addresses NSEERS Failure to Exit Through Departure Control
A State Dept. cable addresses the circumstances in which an NSEERS special registrant who failed to exit the U.S. through departure control would nevertheless be eligible for a visa and admission to the United States.
Budget Bill Signed: Includes NSEERS Funding and Fee Reversion
On February 20, 2003, the President signed the omnibus budget bill, which includes funding for NSEERS and deletes the provision of law that had caused the INS to change its filing fees on January 24.
INS Designates Additional Ports for Special Registrant Departures
The INS has expanded the list of ports through which nonimmigrants subject to Special Registration can depart the U.S. As of 3/3/03, there will be 99 ports authorized for such departures, up from the current 68.
Reminder: 2/7 Is Deadline for Extended Call-In Special Registration
Friday, February 7, is the deadline for the "extended window" for call-in registration groups 1 and 2 to register.

The INS has issued a fact sheet concerning the reopening of the special registration period for call-in Group 2 members. Under the extended deadline, individuals subject to registration under Group 2 must register by 2/7/03.
