President Signs Bill; Federal Employees Told to Return to Work

According to the New York Times :

About 12:30, President Obama signed the measure passed by the Senate and the House to reopen the government and extend federal borrowing power. Earlier, the Office of Management and Budget said federal employees should return to work on Thursday.
