How to apply for visitors visa?

My mother in law would like to visit me and her grand daughter and i would like to get her a visitor visa what do i need to get that and how do i get one?

She needs to contact the US consulate closest to where she lives. Normally, they will be able to tell her what she needs to bring and what the procedure is. This information should also be available on consular web site. Most consulates also respond to e-mail enquiries.

What do I do in the mean time how can i petition my mom to visit me here in the usa, my doughter is turning 15 and we will have a big party for her?

In the mean time what do I have to do to get my mom a visitor visa to come to my doughters 15 year old birthday party?

I am not sure I fully understand your question. But you cannot petition for her visitors visa. She has to do it herself. You can provide an affidavit of support (Form I-134). But it is best for her to contact the consulate first and find out what they need her to bring.
