USCIS announced today that its office in Ho Chi Minh City, Vietnam is implementing a DNA testing requirement for Vietnamese adoption cases where the birth parent(s) of the adopted child has been identified.

Classification of Aliens as Children of United States Citizens Based on Intercountry Adoptions Under the Hague Convention; Re-Opening and Extension of the Comment Period.  

 
  bullet USCIS Announces New Guatemalan Adoption Legislation  
USCIS announced that the Guatemalan Congress passed new adoption legislation in late 2007 to meet obligations under the Hague Convention on Intercountry Adoption.  

 
  bullet United States Ratifies the Hague Convention on Intercountry Adoption 
On December 12, Assistant Secretary of State for Consular Affairs Maura Harty formalized the United States' ratification of the Hague Convention on Intercountry Adoption at a ceremony at The Hague. The United States is now a full member of the Hague Convention.  

 
bullet President Bush Signs Off on Ratification of The Hague Convention on Intercountry Adoption  
On November 16, President Bush signed the United States’ Instrument of Ratification for the Hague Convention on Intercountry Adoption, authorizing the Department of State to deposit it with designated authorities in the Netherlands.  

  bullet USCIS Announces Changes to Vietnam Adoptions  
USCIS announced that the agency’s office in Ho Chi Minh City will have sole jurisdiction over all Form I-600s, Petition to Classify Orphan as an Immediate Relative, filed on behalf of a Vietnamese child on or after 10/29/07.  

  bullet USCIS Announces Revised Guatemalan Adoption Processing Procedures 
U.S. Citizenship and Immigration Services will, effective October 15, 2007, place a ceiling on the number of initial orphan petition submissions in Guatemala.  

  bullet USCIS Issues Interim Rule Establishing New Procedures for Adopted Children Under the Hague Convention  
USCIS issued an interim rule to establish new administrative procedures for the immigration of children who are adopted by U.S. citizens and who come from countries that are parties to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption.  

  bullet USCIS Implements Changes to Assist Prospective Adoptive Parents 
USCIS on July 30,2007 implemented several changes benefiting prospective adoptive parents who experience delays finalizing their adoptions.  

  bullet USCIS Releases Questions and Answers on SIMS Pilot Program for Inter-Country Adoption Applications  
On 7/16/07 USCIS announced the launch of the first Secure Information Management Service (SIMS) pilot program to test the web-based information management tool. The pilot program is using SIMS to process inter-country adoption applications.  

  bullet USCIS Updates Guatemala Adoption Processing Times  
USCIS announced new processing times for Guatemalan orphan petitions today. The USCIS office in Guatemala will now take up to 60 days to review initial documents and up to four business days to review final adoption document in support of an orphan petition.  

  bullet Status of Adoptions from Guatemala  
USCIS and State dept. strongly caution American prospective adoptive parents contemplating pursuing adoptions in Guatemala to carefully consider their options.  

  bullet USCIS Makes It Easier to Inquire About Adoption Applications  
USCIS announced that parents with questions about international adoption applications can submit inquiries using designated e-mail addresses. Each District Office will have an e-mail address reserved solely for customer service on international adoptions.  

  bullet US Embassy In Kiev Begins Immigrant Visa Processing For Adopted Ukranian Orphans  
The Department of State announced that beginning April 19, 2004, the U.S. Embassy in Kiev will start processing immigrant visas for orphans adopted by US citizens in Ukraine (immediate relative visas – IR-3 and IR-4).  

  bullet Streamlined Processing for Certain Adopted Children  
Effective January 20, 2004, newly entering IR-3 children will receive Certificates of Citizenship within 45-days of entering the U.S. Read the Fact Sheet, and Update.
